true, it is unlikely that they will do it that way - in the west they will use verbal threats to achieve the same, maybe throw in the IRA to threaten the local cops, but the intended end result is the same, plus law enforcement officers rarely arrest each other, I am sure there must be some protocol for such cases.

It’s allowed. Why arrest your colleague just because you wear different uniform? it’s better to subject him to internal disciplinary procedures than embarrass your comrades in court.
