How can this be done? By simply urbanising the outskirts of Nairobi.

Well, the issue is some counties in Nairobi’s nearby outskirts are becoming more cosmopolitan while the ones further away maintain their monolithic culture. Personally, it’s not a concern as long as there’s reciprocity.
