It is Ok to inspect projects to make sure work is on course, in fact it ought to be done whenever necessary. But the way that was done is wanting. It’s not about the contractor’s being Chinese or Giriama, the standard should be the same. It is about work ethics. Basic courtesy and workplace safety are key hallmarks of professionalism.
Some places have the notice, "Safety First", for a reason. The contractor is officially the person in charge of the site, until he officially hands over the project. The safety of any person who happens to be onsite, visiting or otherwise, is the contractor’s responsibility. Everyone knows construction sites are rough and potentially dangerous places–people can get dirty, fall, get scratched, cut or bruised, or get hurt by falling objects. Just barging in is a bad idea. It’s very important to inform the contractor so as to have the place prepared and secured for a visit, before arrival, so that they get the visiting team dustcoats, boots, hard hats, gloves, etc. This embarrassing scene could–and should–have been avoided, if someone had thought to call the contractor beforehand. Even an impromptu visit can be announced an hour before.

The key word is “If”. There isn’t much you can hide if you have not done some required construction work, even if you are given a day’s notice. Most construction work is heavy, and it takes time and planning to get it right, so I think an hour’s notice is still impromptu. You’ll be able to see if something has not been done right, or on time.
