income how? most people don’t even bank their money, if it’s for paying government services, how many services does an individual needs in an year? maybe even zero , I think it’s just a gateway of knowing you, the number is the link to all your identification documents that they already have.It would be more expensive for the government to now try to link your id to all your documents since the files are all over from nssf to nhif to kra, linking all those to have same file format and have id as the identifier is costly, but having the individuals come with all the numbers and linking them to one unique huduma number is a bit cheaper and would be cleaner.
