It doesn’t make any economic sense to borrow an amount you can raise in 3 months.

Makes perfect sense. What he means is he doesn’t have capital. But if he gets it, he is sure the ROI will be enough to repay the lender after 3 months.
What you should be asking him is what the nature of his business is that will be giving him annual returns of 400%.
