So who is Hermanus Philipus Steyn, the man who is about to deprive 80,000 Maasai of their ownership of two community ranches in Kajiado and Narok? Interviews with people who know him, court documents, police files and from various articles depict a man who is perpetually steeped in controversy. Steyn became a Kenyan citizen in 1962 but he started life in Namibia, where it is believed he was born about 80 years ago. He started making frequent trips to Kenya in the 1950s and settled here as Kenya became independent in 1963.
Steyn has also been active in Tanzania, where he acquired 270,000 acres of land in northern Tanzania in the 1970s. The deal went sour and he was jailed for at least 10 months in the early 1980s and the land plus all his other assets were confiscated. He was eventually thrown out of Tanzania and declared persona non grata.

In 1993, Giovanni Gnecchi Ruscone was awarded $3.5 million (Sh315 million) in a civil suit for unpaid commission. Giovanni had helped Steyn collect $12 million (Sh1.08 billion) that he was awarded by the courts in Tanzania over the confiscation of his land. However Steyn claimed that the Tanzanian government never paid him. Steyn went to the court of appeal but lost. Ruscone is still chasing payment.
This week Ruscone told the Star that Steyn owed him a “substantial amount of money” which he was still pursuing more than 20 years later. In 2011 Ruscone embarked on the recovery of his money through auctioneers but Steyn’s wife Hedda and son Martin swore affidavits that the businessman owned nothing that could be sold.

Malundu’s wife, Ndunge, says she has been to all offices in Kenya, including that of former Police Commissioner Mathew Iteere in search of her husband. She said that her husband was called to Nairobi by someone who used an unregistered phone number. Her statement at Kilimani police station indicates that Malundu had been threatened prior to his disappearance. Malundu’s body has never been found. A report compiled by the investigating officer at Kilimani has listed Steyn as one of 12 people who should record a statement on Malundu’s disappearance.
