The penalty for carrying a plastic bags is however highly disproportionate. Wouldn’t it have been better to incentivise recycling.
The law will be a cash-cow for whoever has the responsibility of reinforcing it.

I mean ,they can be stern while remaining within the bounds of reasonability, such as paying through community service, or a fine that’s substantial but not impossible. Actually the paper bags preserve the muguka much longer than the nylon bags.
