Whose fault is it that we still have piles of disconnected paper files in government offices, idle clerks and police that write OB numbers on pieces of paper? Kweli. But if you MPESA money to a government account and someone steals the money from that account it is easier to track the document trail than if someone paid money directly to someone under the table.

It’s not about diversion but about a clique of men who sat down and plotted how to create a ‘legitimate’ vehicle for self-enrichment. In the same way, they concocted the lottery-house scheme.

Huduma number is noble and it will resolve this issues because as it is now its very difficult for the government to track each and every Kenyan and accord them the necessary services because of poor information processing which comes with manual processes which huduma will resolve.
