All land in Kenya belongs to the government unless its freehold title. So you will have to acquire the public land from the govt(county or national) and that will likely be on a lease given that a public resource flows through it(the river)

You will have to pay the taxes for the land acquisition, the taxes for importing the construction material, the necessary kickbacks and of course local area leaders who will be need to incentivize their constituents into using the bridge due to the charges and to stop the same constituents from burning the bridge down.

Tl: dr just get into a PPP arrangement

I can bet even the playground these and many other children need alot of repair and upgrade.
How many parents in Kenya see the need to take an initiative to repair these facilities?

Have you forgotten that outside of Nairobi, people do not respect the property of others.If you are from that community, you will be called a traitor for charging your own people .Guilt tripping is a norm in all places West of the Rift.The only place you will not be guilt tripped is Central ,others will be wanting to replicate your idea left right and center, so your business will fail as 7 new bridges 40 meters from yours pop up as well.
.If you are from outside that community, that property will be grabbed in the name of “Mali yetu”. ESPECIALLY that side of the country. We saw that in 2007 from Kisumu to Lugari to Kakamega, we saw that even earlier in places like Ahero and Nyando when Asian shopkeepers were kicked out etc. Hell No!!
