Its never about peace, its about securing interest first and if it leads to peace then that’s just a byproduct. That’s how most of international conflicts are resolved. The best thing for any nation is not to fight and handle its conflicts internally without violence.
Those who are old enough will remember their was once a independent minded UN Sec Gen called Boutros Boutros-Ghali. Loved and respected by many but hated in Washington. UN wasn’t a rubber stamp of the west then. He knew how to leverage Russia and other members to strike a balance in the UN. Finally the usa got to replace him and they turned to koffi. Meanwhile koffi was the one who messed up coordination of UN mission in Rwanda that was to prevent the genocide that took place. France was playing both sides of the conflict so that it doesn’t lose out on the country and its bigger prize of East DRC. The west knew a massacre was coming but they underscored its impact. Meanwhile instead of preventing it, they pulled out its citizens first and turned a blind eye to a killing. 100 days of slaughter followed as UN troops stayed in a barricaded hotel and barracks. If it wasn’t for photos and videos of the genocide getting out then Rwanda would have been even worse. They just stood still and said nothing while they know 100’s of 1000’s are being slaughtered. 100 days of inaction and pretend.

That Annan was a figure head for western imperialism is very true…but if you go back to those history books you are referring to you will realise that the UN is basically chained to one of its organs; the UNSC. Now to history…in the 80s the world was operating under a bi-polarity of the West and East…Russians and the US…the two being permanent members in the UNSC made it extremely easy for any UN Secretary general to play both sides and show some muscle…Boutros Boutros enjoyed this space for a while…but with the end of the COLD war the US took a very unipolar stand on world politics…Russia was defeated and weakened…from the mid 90s the US gained a lot of power and the rest of the world watched in disbelief as the US made the UN impotent and went ahead to use the same UN to pass resolutions and attack 'hostile state’s…Boutros had to exit the stage at this period since the Russians and even the Chinese to an extent were powerless to protect him…the next executives at the UN were going to be nothing but puppets…and that’s when Koffi inherits the SG position…before that Rwanda finds him as deputy with France, another member of UN Security Council against intervention in Rwanda since the French, as usual…were playing both sides as they always toy with their former colonies…and we know France and US have a history of alliances since the World Wars and NATO formation…again trace NATO to Cold war and contrast it to Warsaw pact… With time the UN became very helpless and this was made worsewith the fact that end of COLD decompressed conflicts on the continent…we now had less and less of interstate conflicts but instead encountered more complex intra state conflicts. Annan and the entire UN machinery were now very sterile…they were existing at the mercy of the US. It’s only recently that we have had a reawakening of Russia and China …they are now standing up to the US inside the UN system…the current SG is definitely having an easier time…though veto powers prevent action on conflicts such as the Syria case…Libya was the last time all the five members of UNSC voted together on intervention.
Sai naona Uhuru has some muscle because he has some political backing…had he attempted this last year he would have been already impeached…simply put individuals operate within systems…strong systems create strong capacities for individuals to operate.
I believe the West used his corrupt deals -involving his son- to make him their puppet. Anyway, he is now gone.
