To solve your first issue ,type the below in command prompt then restart your computer

Open device manager and locate the LAN card. Right click and uninstall drivers.
Restart. Don’t worry drivers will install automatically.

Start > All Programs > Accessories and right click on “Command Prompt”, select “Run as Administrator” to open a command prompt. In the command prompt window that opens, type type the following commands, each followed by the Enter key:

ipconfig /release
ipconfig /renew

This should work if dhcp is enabled on the router.

Check LAN adapter ip with the following command ipconfig /all on both laptops. Ensure they are both connected while running the command.
Check the default gateway of the LAN adapter are the same. In layman language ip should somehow be similar ie the first three quartets.

Other commands you should try
Reset WINSOCK entries to installation defaults: netsh winsock reset catalog
Reset IPv4 TCP/IP stack to installation defaults. netsh int ipv4 reset reset.log
Reset IPv6 TCP/IP stack to installation defaults. netsh int ipv6 reset reset.log

also for the other working laptop find the settings its using ( in cmd type ipconfig)

Copy the default gateway, subnet mask, copy the ip address and change the last set of numbers so you don’t conflict with another device.example kama yenye ulicopywas 198.168.65.10 yako unaweza change to 198.168.65.25
