President Uhuru knew if he lost Sonko in 2017 he will not win Nairobi votes for himself. It will handover Nairobi to opposition and narrow the margin to another close elections. So in 2020 denying his the same certificate just reveals his underhand deal in the past. Worse was NIS polling that Sonko is still the front runner for the governor seat. Like it or not his support base remains loyal. Even if you lock him out he can swing the votes to another candidate and complicate things further. Actually to defeat Sonko in a popular contest in Nairobi you need UhuRuto and RAT to pick a joint candidate.
Lastly the state of brokenness means the government will be foolish to go for any poll now, it will be slaughter at the polls. Both had to compromise.

Nairobi needs like sh200 billion a year budget just to run. Perhaps now the national government will direct some of that sweet Chinese debt to rehabilitating the city.
