Thanks for the correction. But then that is the minimum. If they catch you and find out that you actually had some income, the penalty is on the unpaid taxes and not the 2k if it is more.

They are heavily using business intelligence to mine and analyze data from multiple sources nowadays, especially KPLC, Water companies and the Customs entries. If you fly abroad frequently, they are also mining travel data from immigrations. If you import significant amount of goods, you are on the watch list as they are integrated with internal revenue systems (domestic tax department, DTD). Beware and comply.
