I remember sitting in a committee that received complaints on recruitment of children less than twelve years old into a gay network. Very solid allegations with compelling evidence but no legal implication because children weren’t having gay sex. According to the gay network they were just raising awareness on safe gay sex, HIV/AIDS and had a few IGA’s that were sponsored by USAID.
