They dont need the 5 million signatures and they dont have to prove they actually got those 5 million signatures. But when it comes to an election they will have to prove they got the votes and that is where it gets hard. they need to convince us to vote yes because they already have too much support evidenced by the signatures.
The government always has to seem legitimate and going against the people makes it lose its legitimacy

The government has not implemented the BBI it is campaigning so that it can get considerable support to rig it in.
If people dont support BBI it will fail but if people start changing their minds the BBI will be passed quickly.
