In short the power display button is on but the screen is on standby mode (how it is when you switch off the tv with just the remote mode). Its a crt.

CRT is difficult to repair(the tube itself). Its a problem with the magnetic field balance and fundis can never get that right. Get an engineer from Japan.

We also had a CRT back home when I was growing up. I was the chief technician of even the vcr.
Just switch it on and give it a good hard slap on the side. Do this two or three times making each consequent slap more harder than the last one. This worked for me 90% of the time
