most of the scholarships applications will be open as from December.
Yes you can… My advice would be, try DAAD scholarship next year 2020. All what you need are good grades in your undergraduate and an admission letter to a Germany University or a Hoch-schule(offers degrees and masters). German scholarships are good and they do shortlisting themselves.
