Dont be fooled…In law they are different entities…but what happens if BOD Sacco = BOD Investment. Tricky sana. Somebarry tell us whether the Board of Directors is the same.
Most investment cooperatives i know are wholly owned subsidiaries of the main Sacco. So do the maths.

All cooperatives so long as they bear the name Co-operative are answerable to the Min of Co-operatives/State Dept of Cooperatives…Deposit taking co-operatives are answerable to both the Ministry and SASRA.
