True but also remember that Rotich knew he was going to be arrested. He anticipated this. So planned well in advance to have the funds ready.
I agree with you but something these governors do make it so hard to head a county on temporary basis. Imagine all the money received and dispensed must be done by the governor himself/ herself. My County sources tell me that is the undoing. You can’t run the county singlehandedly. It’s what accelerates their sicknesses. Even CSs in counties are mere flower girls.
