In a fair market, Ghana should be exporting processed cocoa in cans to the final consumer, not the raw materials. The problem is that Europe, US etc wont allow Ghana to do that because they benefit immensely from importing raw products not finished goods.

Ghana should borrowa a leaf from Indonesia - banning export of Palm Oil and the 2009 Russian wheat export ban.
Then Ghana to sell to Eastern Europe, Australia, Middle East and South East Asia…basically move the middle man to Eastern Europe and Chinaman, marginal benefit to Ghanaian farmer, MASSIVE SHAFTING to kina Nestle
