If I was in charge I would send out a whole battalion,.. divide into several units—the smallest element being a platoon headed by a Major or Lt Colonel—to lead the APs, GSUs, anti-terrorist police, RDU, etc,. These groups use a great variety of flags, occupy strategic places in the forest or villages . They scatter all over the landscape and yell, thus distracting the enemy's eyes and ears. Or, both night and day, on all sides, they shoot off isolated shots to cause panic among the enemy soldiers and fatigue their spirit. The question was why it has taken the powers that be including the US military, Russian military and others, including Hezbollah so long to defeat ISIS in their major strongholds like Raqqa and the simple reason is that civilians had been held hostage by ISIS and the fight against ISIS had to be focused.

Russia ,Iran,Hezbollah and now Lebanon Army primary duty is first to keep Assad in power By any means. Raqqa is the last place they would want ti battle. If you look at the map of their operations they are all about creating a buffer zone to Damascus. Rem when Turkey shot down a Russian plane ,RUAF made it impossible for Isis to export oil via trucks until Turkish powers bulge.
