The voter identification on election was offline-based to avoid delays and total breakdown like in 2013. Changing polling stations now will lead to total reconfiguration of the voter register and polling stations, they may have to create new polling stations even, that cannot happen in 40 days
For that to happen, it will force IEBC to supply about 40,000 QR codes to each polling station. There will also be a challenge of reconciliation since the KIEMS are not networked and can not detect if a person voted using another KIEMS.
